This section includes specific information to help familiarize existing NOAA MDP awardees with the administrative requirements of NOAA awards. This includes award processes, reporting processes, terms and conditions of federal financial assistance, and environmental compliance responsibilities.

Terms and Conditions:

Samples of common documents required in grant applications, including guidance on putting together a thorough budget. A well-thought out and well-presented budget is critical to communicating the activities and goals of your project. We encourage you to utilize the below information in crafting your proposal budget.

ASAP.gov

The Department of Treasury’s Automated Standard Application for Payments (ASAP) system is the way in which all NOAA funding recipients draw down award funds. You must enroll in ASAP in order to access funding from this grant. The ASAP system allows you to have funding directly transferred from your organization’s established ASAP account to your organization’s bank account.

Data Management:

Any NOAA-authored and/or NOAA-funded projects that result in journal articles must be submitted to the NOAA Institutional Repository (IR).The NOAA IR is a digital library of NOAA-produced and NOAA-funded research, managed by the NOAA Central Library. This is part of a plan for increasing Public Access to Research Results (PARR) and includes environmental data generation and publications. This requirement is part of the NOAA Marine Debris Program’s broader Data Management Policies which require recipients of federal financial assistance to ensure public accessibility and long-term preservation of NOAA-funded data collection and research products.

Grants Online:

The NOAA Grants Online is the system that all NOAA awardees must use to manage NOAA grants. Below are some helpful links related to the system.

Environmental Compliance:

Before funding decisions on marine debris projects are made, NOAA staff must conduct an analysis of environmental impacts, as required by the National Environmental Policy Act (NEPA). NEPA requires that federal agencies consider the environmental impacts and reasonable alternatives for proposed actions of any projects which are financed, assisted, conducted, regulated, or approved by the agency. In 2013, the NOAA MDP conducted a programmatic environmental assessment (PEA) of different project activities relevant to the program, and uses that PEA in the NEPA review for funding actions.

Bipartisan Infrastructure Law and Inflation Reduction Act Signage:

Projects funded through the Bipartisan Infrastructure Law and Inflation Reduction Act may be required to display signage at project sites. Grantees are responsible for constructing, erecting, and maintaining this signage, as well as adhering to design guidelines. Additional criteria are available to help determine if a project requires signage, considering the type of project, how much funding was awarded, project duration and visibility, and administrative burden. Please note that all signage must be submitted to and approved by the project’s Federal Program Officer prior to installation. Bipartisan Infrastructure Law Sign Templates

Below are PDF files of these signs that are print-ready, as well as a template that can be customized to include the logo of a grantee. Please select the appropriate sign and select your preferred background color (either blue or white). All signs should be printed 72 in (W) x 48 in (H), but can be sized down, as appropriate.

To add a logo, grantees can use the Photoshop template linked below. The design file contains a blank circle as an example of where grantees should place logos. Please use that location as a guide when adding logos. Circular logos should be 7 in. x 7 in. in size, and rectangular logos should not exceed 7 in. x 17.5 in. For smaller signs, logos may be sized down, as appropriate. NOTE: Logos of contractors, partners, and subgrantees are not permitted on these official signs.
